If the measure of the well-being of a state is its infrastructure, then an effective gauge of its resilience is the sustainability of these facilities.  Unfortunately, future readiness is not a constant consideration when infrastructure is built. This is evident in the way it is being monitored and maintained. We sometimes tend to forget that the benefits of an infrastructure are just as good as its reliability over time.
